I live in a development on a lake with an HOA, but my boathouse is outside of the legal description of the development. Can the HOA govern what I do with my boathouse?

I have ADD, Bipolar Disorder, Stuttering, and Tourettes. Whats the link?
I have no family history of any of these problems.
Two possible causes i can think have that could have affected development: My dad tried LSD before my mother became pregnant with me; and when i was two, i suffered from high fevers over 105 occasionally and ear infections (had several trips to the emergency room)

I need to know how to go about changing my sway bar inlink for my explorer. Do I need to take the wheel off to do this? if so do I need to jack the control arm up to make it fit in place? or could I just turn my wheel out as to reach in and change it that way? I already have the old broken one off.
